In this paper we review the key national instruments and analyse international transparency indices: whether Ukraine is covered by them and which assessment criteria they use.
The second section looks at transparency at every stage of the reconstruction life cycle. To this end we conducted and summarised interviews with experts and civil society representatives on the transparency principle in the context of reconstruction.
Finally, we developed recommendations to ensure a transparent and accountable post-war reconstruction.
