Despite daily wartime challenges, Ukraine shows resilience in tackling urgent reconstruction issues. In 2023 the state, communities and international partners moved from emergency repairs to systematic recovery planning.
What changed during the year
- the DREAM digital ecosystem was launched to manage reconstruction projects transparently;
- communities received tools to prepare comprehensive recovery plans;
- Ukraine and the EU agreed the framework of the Ukraine Facility for 2024–2027;
- publicity requirements for recovery procurement were strengthened.
IAA analysts tracked these decisions and assessed how well they follow the principles of transparency, accountability and public participation.
